Fort Rayles is located northwest of Chorrol and south-southwest of Cloud Top.
When you first enter there are two iron gates which do not have levers, instead the statues in the first section both have a small jewel embedded in their forehead. Simply shoot these with an arrow to raise the portcullis. The right way leads to the rest of the dungeon, but the left leads to a room with a dead, drunk goblin in it.
